They put souvenir shops in tourist spots without fail.
And I think they are using souvenir shops as a source of trend-starting.
They have many unrelated goods of Hokkaido, such as ceramic arts or pictures.
Artists put their works in souvenir shops.
People who come from all over the country or world go to souvenir shops.
If the tourists like their goods, they will buy them and introduce the art to their acquaintances.
This means the artist's name and works could be sent to the world without advertisement costs.
But these are my guesses.
Their outlet store is near an airport.
They have more luxury goods stores than other outlet stores in Japan.
This is why rich foreign tourists buy their goods.
There are many other points of interest about the business facilities.
